~The Civil Rights Act of 1866 was enacted on April 9th, and marked the first time that Congress passed a law regarding civil rights.
~It said that "all persons born in the United States," with the exception of American Indians, were "hereby declared to be citizens of the United States."
~It granted “full and equal benefit of all laws and proceedings for the security of person and property.”
